    Police Search for Fugitive Suspect

    BILOXI -- Police continue their search for a man wanted in connection with a vicious rape-murder which occurred earlier this week on the night of the 2nd. Raymond Ennis, described by police as a white male of average height and weight with messy brown hair and a nervous tic in one eye, fled from police seeking to question him about an alleged assault on a local shopkeeper. Mr. Ennis is suspected to be responsible for raping and murdering Ms. Elizabeth McConnel, a local woman. While searching for the suspect, police stumbled upon a seemingly unrelated assault on the owner of a local Islamist shop. Thanks to video records provided by the alleged victim, police matched the man in the video to descriptions of Mr. Ennis from other sources during the investigation. When police tracked him down to question him, Mr. Ennis became hostile and attacked the officers with a knife; police returned fire and after being wounded, he fled the scene. Citizens are encouraged to call the BPD with any information they may have which could help lead to Raymond Ennis's capture. On a routine patrol, officers discovered another woman, local resident Anna-Marie Summers, killed in a similar fashion to the deceased Ms. McConnell and believed to be another victim of Mr. Ennis's heinous crimes.

    +++REPORT: BILOXI POLICE DEPARTMENT+++

    INCIDENT TYPE: Sexual intercourse without consent / Homicide
    INCIDENT LOCATION: 233 Low Way
    INCIDENT TIME: Called in at 2300 hours
    INCIDENT DATE: 1/3/10

    INVOLVED OFFICERS: Detective Insaf Mohammad, Detective Lillian Ayer, Patrolman John Samuels
    ADDITIONAL SUPPORT: Technician May Grimm

    THE FOLLOWING INFORMATION HAS BEEN COMPILED FROM THE PERSONAL ACCOUNTS OF THE OFFICERS INVOLVED IN THE INCIDENT

    At approximately 2300 hrs. on January 3 2010 a 911 call was received requesting police response to 233 Low Way regarding potential sexual homicide. Patrolman John Samuels arrived first and secured the scene before speaking to one Madison Lee who had called in the incident. Ms. Lee gave a statement that she was supposed to meet her friend, one Elizabeth "Lizzy" McConnell, for a social encounter at a local nightclub but was upset when she did not return any calls and visited Ms. McConnell's home address to contact her. According to her statement she had a key and entered the residence to find Ms. McConnell's body in the bedroom and determined she was dead before calling 911. Ms. Lee accused one Tommy Santoro, the deceased's boyfriend, of having some involvement but did not press charges. Upon the arrival of Detectives Lillian Ayer and Insaf Mohammed as well as Technical Analyst May Grimm, the officers entered the residence to investigate the crime scene.

    The body was covered in a wide array of wounds and injuries consisting of, but not limited to: burn marks on the back and thighs; whip lashes on the back; bruises on the thighs, chest, wrists, and neck; and scarred lacerations and cuts on the lower and upper arms and inner thighs. Cause of death was determined to be strangulation; a medical exam revealed a collapsed windpipe. A message was written above the body, reading "WAKE UP LITTLE SUSIE." A rape kit indicated signs of vaginal tearing, flakes of latex, and a small amount of semen. Based on the most recent injuries -- bruising to the wrists as though the victim was held down, and the crushing wound to the neck -- officers on scene declared a case of rape-homicide. Time of death was later determined to be approx. the same time the previous night.

    Technical Analyst Grimm was able to access Ms. McConnell's computer records and discovered she was frequenting an adult encounter web site called No Strings Attached. She had contacted a man for a sexual encounter just before her time of death. They had arranged a meeting at a downtown bondage and dance club, Gomorrah. An interview with Gomorrah's bartender resulted in a physical description of a man who met and left with the deceased. A later interview with the deceased's boyfriend, Mr. Santoro, allowed the officers to rule out his involvement because he did not match the description.

    At this time, approx. 0100 hours on the 4th, a confidential informant of Tech. Analyst Grimm reported spotting a man fitting the suspect's description leaving a bus in the warehouse district of NW Downtown; the suspect could not be found by responding officers.

    At 0830 on the 4th, Detective Mohammed followed up on a potential lead from Ms. McConnell's residence, a bookmark which led him to Thoth Bookshop. While asking the owner, one Zaman Al-Qadir, if he had any information regarding Ms. McConnell, Mr. Al-Qadir reported an attempted assault from the previous day. Mr. Al-Qadir alleged that a man entered his store and demanded a refund on a book re: the occult which "did not work," and when informed that all sales were final, attempted to attack Mr. Al-Qadir. When Detective Mohammed checked the security video, he discovered that the attacker matched the description of the suspect. Detectives Mohammed, Ayer, and Patrolman Samuels tracked the suspect back to an empty meat-packing plant in the neighborhood they visited earlier in order to question the suspect.

    During their investigation of the plant, the suspect attempted to attack Detective Ayer with a knife but was unsuccessful. At that time Detective Ayer returned fire and inflicted a serious wound to the suspect before he fled the scene; officers were unable to catch up with him. A thorough search of the area revealed a chamber converted to a living space which contained personal effects of the suspect, identified by materials at the scene and by a blood test matching the semen in Ms. McConnell as one Raymond Ennis.

    An APB has been issued and a manhunt has been recommended to locate him.

    INCIDENT DATE: 1/4/10

    INVOLVED OFFICERS: Patrolman John Samuels

    During a routine patrol of the area, Patrolman Samuels discovered the entrance to 2550 Audobon Place was slightly ajar. Upon further investigation, Samuels found the body of one Anna-Marie Summers, local resident aged 41 years. She was naked, lying next to a wall in her living room; her face had been severely damaged due to blunt force trauma. A medical exam determined her head had been smashed into the wall by someone, crushing most of her face and inflicting serious brain trauma. A message identical to the one at Elizabeth McConnell's (see Report #J221-429) was found near the body -- "WAKE UP LITTLE SUSIE." Technical Analyst May Grimm also determined Ms. Summers frequented the same dating site as Ms. McConnell and contacted fugitive Raymond Ennis. Based on semen found during a rape kit, the message's text, and the connection to the same website, it is believed Ms. Summers was another of Mr. Ennis's victims.

    DATE: 1/6/10

    A bloated body was located floating in a river not far from Mr. Ennis's last known location. The body suffered blood loss from a gunshot wound but cause of death has been confirmed to be drowning. It is believed that the deceased jumped from the bridge above the river in an attempt to escape but could not swim to shore and drowned in the process.

    The APB has been canceled.

    Case is determined to be closed.
