Most items should be up to a player. While I don't think Resources 4 or 5 should be bought randomly, we're playing pretty loose here. So any item at 5 auto-requires a Mod.

Fighting Styles require a Mod. They're broken. They need oversight.

The following supernatural powers need teachers:

    Common Non-physical Disciplines (Animalism, Obfuscate)
    Uncommon Disciplines (Nightmare, Auspex, etc.)
    Most Devotions
    Most Blood rituals
    All gifts (from spirits)
    All Rites (from werewolves)
    Renown increases (werewolves)
    Common Arcana at 5
    Inferior Arcana after 2
    Most hunter Endowments
    All Court Specific Contracts

All z-xis splats need a teacher, mentor, etc save certain entitlements or custom anything (unless you want to create the custom item and then try to get into it via our NPCs).

Increasing Existing Status, or Adding New Ones

Status upgrades, or adding new status, needs Moderator approval. To request increases or additions of status attach a brief description of how it would be justified.

    Example:

Officer Bob has been spending his free time serving food at the homeless shelter. He should get Status 1: Biloxi Homeless.

    Or:

During the Enemy of my Enemies case, Officer Bob took a bullet for a fellow officer. This combined with his high arrest record should be enough to bump his BPD status from 1 to 2.

Allies, Contacts, Mentor, Retainer and other similar social merits still have to be purchased with experience points, but purchase needs some sort of justification. It makes no sense that a character that never stepped foot in the hospital would suddenly have Allies: Nurses. While the justification doesn't have to happen in game, you do need some thematic reason for the purchase.

    Example:

Officer Bob has been protecting Biloxi's prostitutes from over zealous john's and the arrests of the vice squad as long as they are willing to talk to him. He wants to purchase one dot worth of Contacts (Prostitutes).

    Mage splats go like this.
    X splat = Path
    Y splat = Order
    Z Splat = Legacy

Not all templates have Z splats, but when someone does get them they tend to be beefy so need to be checked out first to make sure they don't throw off game balance.

Renown has been added to the list of things needing approval because you have to justify gaining Renown. You have had to accomplish some task that warrants the gain.
