    A Note on scope and reach:

    Storytellers have a lot of leeway in what they can do on a case as long as it doesn't encroach on the ability of other storytellers to move freely. Primarily, this restriction concerns NPCs and the supernatural.

    Canon NPCs are there as the regular positions of power and function in the city. While they can be used in cases to facilitate the story, they can not be used as victims or perpetrators of the crimes without approval from all four mods (So if it is truly out of character and they might end up removed from the game through a shootout or conviction you'd better have a really, really good story lined up).

    Now, you are free to create and post NPCs of your own. Say ST Jane creates Joe the snitch. She can use, kill, or incriminate Joe in any way she wants. He can appear in any of her cases. Billy the ST could use Joe only with Jane's permission and he needs to give her the details of his use.

    The supernaturals need to stay secret in day-to-day life, so you can't have your story end with the deep ones rising up out of the bay and doing the cha-cha down main street. If you do want to incorporate supernatural NPCs into your adventure, PM the appropriate mod (admin of doom for wolves, moderatrix for vamps, maudlin mod for changeling, woderator for geists or hunters, and either woderator or moderatrix for mages).
